AV Drawings for Permit and Inspection: What the AHJ Checks

Most AV integrators meet the permit process late, and usually badly — a general contractor asks for your sheets to go into the permit set, an inspector flags something at rough-in, and suddenly the drawing package you treated as an internal document is a regulatory one. AV permit drawings are not a different deliverable so much as your normal set held to a stricter standard. This guide covers when AV work gets pulled into permitting, what reviewers and inspectors actually look at, and what to put on your sheets so the set clears review the first time.

Codes and permitting requirements vary enormously by jurisdiction, and by building type within a jurisdiction. Everything below describes what commonly comes up on AV projects — it is not a substitute for confirming requirements with the authority having jurisdiction (AHJ) or a licensed engineer on your specific project.

When does AV work need a permit?

Pure equipment swaps rarely do. AV gets pulled into the permit process when the work touches the building rather than just the rack:

  • New conduit, pathways or backboxes — anything the electrical contractor installs on your behalf is usually inside an electrical permit already.
  • Penetrations through rated assemblies — fire-rated walls, floors and ceilings. This is the single most common way AV cable ends up in front of an inspector.
  • Plenum spaces — cable run through return-air plenum carries construction requirements that a standard jacket does not meet.
  • Structural mounting — heavy displays, video walls, projector rigging and ceiling-suspended loudspeakers, particularly overhead loads in occupied spaces.
  • Line-voltage work — any new circuits, receptacles or dedicated power for AV positions.
  • Assembly, healthcare, education and other regulated occupancies, where review tends to be stricter across the board.

The practical rule: if the AV scope changes the building, budget for review. If it only changes what sits in the rack, usually not.

What reviewers and inspectors actually check

Plan reviewers and field inspectors are looking at different things, and it helps to separate them.

Plan review happens before the work, on paper. The reviewer wants to see that the documentation is complete and internally consistent — scaled plans, a legend that matches the symbols actually used, pathway and penetration details, cable types called out, and mounting details for anything structural. Much of what gets rejected here is drafting quality, not system design.

Field inspection happens at rough-in and again at closeout, against what is installed. The inspector compares reality to the approved drawings. Where the two disagree, the drawings lose — and the change has to be documented. This is precisely why revision control matters on permitted work: an inspector holding revision 2 while the crew installed revision 4 is a failed inspection.

What belongs on AV permit drawings

A set that survives plan review generally carries all of the following. Most of it you already produce — the difference is that here it has to be explicit rather than assumed:

  • Drawn to scale, with the scale stated. A reviewer measures things. Diagrammatic sheets are fine as supporting information but cannot be the only plan.
  • A complete legend. Every symbol used on the sheets appears in it. See AVIXA drawing symbols.
  • Cable types called out explicitly, including plenum ratings where applicable, on the plan and in the cable schedule. “Cat6” is not a rating; the jacket designation is.
  • Pathways, conduit sizes and fill, plus every rated penetration identified with the firestop detail referenced. See AV conduit and riser diagrams.
  • Mounting details for structural loads — weights, mounting height, backing or blocking requirements, and the attachment method for anything overhead.
  • Power requirements at each AV position, coordinated with the electrical drawings rather than contradicting them.
  • Mounting heights for user-operated devices, where accessibility requirements apply to touch panels, wall plates and controls.
  • A correct title block and revision block — project, sheet number, date, revision, and who drew it. See AV drawing standards.

The code references that keep coming up

You do not need to be a code expert, but you should recognise the topics that drive AV comments so you know when to ask. In North America these commonly include the limited-energy and communications articles of the NFPA National Electrical Code, which govern how low-voltage AV cable is classified, rated and separated from power; requirements around plenum-rated cable in air-handling spaces; firestopping of rated assemblies; and accessibility requirements affecting the mounting height and reach range of controls.

Outside North America the specifics differ, but the shape of the problem does not: cable classification, rated penetrations, overhead loads and accessibility. Ask the AHJ early which edition and which amendments apply — local amendments are where projects get caught out.

Why AV submittals get rejected

In our experience the rejections are rarely about system design. They are about documentation:

  • Sheets that contradict each other — the floor plan shows a device the schedule does not list.
  • Missing cable ratings, particularly plenum, in buildings with return-air ceilings.
  • Penetrations shown but no firestop detail referenced.
  • No mounting detail for a heavy display or an overhead speaker.
  • Unscaled or undimensioned plans submitted as the primary drawing.
  • Symbols used but absent from the legend, which forces the reviewer to guess and reviewers do not guess.
  • Stale revisions — the set submitted is not the set being installed.

These overlap heavily with the general drafting failures in common mistakes in AV construction drawings. Permit review simply punishes them harder.

Getting the timing right

AV permit drawings are needed early — frequently before the AV design is finished, because the permit set has to be filed before construction starts. That is the same squeeze described in AV trade coordination: the building programme does not wait for your contract.

The workable approach is to issue what the reviewer needs first — pathways, penetrations, power, structural mounting, cable types — and let equipment selection firm up afterwards. Those elements are the ones that are expensive to change once concrete is poured, and they are also the ones the AHJ cares about. Final model numbers can follow in the shop drawings.

On design-build work this falls entirely on you. On bid-spec the consultant’s package may already be permitted, in which case your job is to not deviate from it without documenting the change.

Frequently asked questions

Does low-voltage AV work always need a permit? No. It depends on the jurisdiction and on what the work touches. New pathways, rated penetrations, plenum cable, structural mounting and any line-voltage work are the usual triggers; a rack refresh in an existing room typically is not. Confirm with the AHJ rather than assuming.

Who pulls the permit — us or the GC? Usually the general or electrical contractor, with AV drawings included in their package. You are often responsible for the content of your sheets without holding the permit yourself, which is exactly why the drawings need to be right.

What is the difference between permit drawings and shop drawings? AV permit drawings prove the work complies with code and are filed before construction. Shop drawings prove the system will be installed correctly and are issued for submittal and installation. There is real overlap, but the audiences and the timing differ.

Do I need a stamped drawing? Sometimes — structural attachments and anything an engineer must certify may require a professional stamp. That is an engineer’s signature, not a drafter’s, and it should be identified early because it affects the programme.

What happens if the install deviates from the approved set? It has to be documented and, depending on the deviation, re-reviewed. Keep the revision history clean and produce accurate as-built drawings at closeout — on permitted work they are frequently a condition of sign-off.
